Mr. Joseph Fabian is currently a Resiliency Analyst at the Global Crisis Management Program of UnitedHealth Group, a Fortune 5 company. Previously, he also served as Program Officer for Maritime Affairs at the Australian Embassy in Manila and Chief Defense Analyst at the Office of Naval Strategic Studies, Headquarters Philippine Navy. On weekends, Joseph is a lecturer at the Department of International Studies at San Beda College Alabang.

Moh’d Al-Khaleel A. Bogabong is the Associate Director for Human Resources of the Philippine International Law of the Sea Academy (PHILSEA). He is also concurrently the Supervising Personnel Specialist (Supervising Human Resource Specialist) for the Civil Service Commission (CSC) for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Mak previously served as a Legislative Staff Officer under the Policy Research and Legal Services of BARMM, where he led technical and administrative teams in delivering research and legal services to support critical legislative priorities. An alumnus of PHILSEA, Mak is a Magna Cum Laude graduate in Foreign Language Education from Middle East Technical University in Türkiye, where he also earned a C1 Certificate in Turkish from Fatih University. He holds Postgraduate Diplomas in International Humanitarian Law and Islamic Law on Armed Conflict from the University of the Philippines Diliman (UPD), and in Women, Peace, and Security from Mindanao State University (MSU). He is currently pursuing his Juris Doctor degree at Notre Dame University (NDU). With nearly a decade of teaching experience, he actively champions education as a catalyst for social change. He serves as the Executive Director of the Handala Project and the Regional Coordinator of JetX | Bangsamoro under Reboot Philippines, advancing initiatives in interfaith dialogue, renewable energy, climate justice, and peacebuilding.

Mr. Robert Fallar is a lawyer practicing labor, criminal, and administrative law. He previously worked as a research analyst for the Philippine Coast Guard and was a student Research Assistant at the UP Institute for Maritime Affairs and Law of the Sea. He earned an undergraduate degree in AB Diplomacy and International Relations from Ateneo de Manila University, a J.D. from the University of the Philippines Diliman, and passed the 2025 Bar Examinations.

Atty. Czarina Maybellyne V. Pacis is a Solicitor at the Office of the Solicitor General of the Philippines. She represents the Republic of the Philippines in legal proceedings involving the State. She also serves as a member of the Junior Secretariat providing direct legal support to the Solicitor General.

Formerly, Czarina served as a Court Attorney (Law Clerk) of the Supreme Court of the Philippines in which she provided extensive legal research and analysis on constitutional and international law matters.

Apart from government service, Czarina also teaches Public International Law and Constitutional Law at San Beda University.

Czarina graduated Class Valedictorian of San Beda University and recipient of the Most Outstanding Law Graduate Award, Justice Florenz Regalado Memorial Award, and the Dean’s Award. She likewise earned her Bachelor of Science in Legal Management, cum laude, from the Ateneo de Manila University. She was also the Class Valedictorian in grade school and high school.

Czarina co-authored the Philippine Law Journal article, “An Untrammeled Chief Architect: Examining the Binding Effect of the so-called ‘Gentleman’s Agreement’ between the Philippines and China vis-à-vis the President’s Treaty-Making Powers,” which examines the constitutional and international law implications of the West Philippine Sea dispute. The Article was conferred the 2025 OSG Best Publication Award.

Czarina is a Fellow from the United Nations Regional Courses in International Law, and alumna of Philippine International Law of the Sea Academy and Hague Academy of International Law. She was recently accepted in the Yeosu Academy of the Law of the Sea.

Ms. Chloe Mae de Guzman is the Deputy Executive Secretary of the Philippine International Law of the Sea Academy Inc. (PHILSEA) and an alumnus of the academy’s 2025 cohort. A double-degree graduate in AB Development Studies and BS Legal Management from De La Salle University – Manila, she has actively expanded her international engagement as a participant in the International Convention on the Law of the Sea in South Korea. Continuing her dedication to the field, she actively pursues academic and policy research focusing on the Law of the Sea and Maritime Law.

Dr. Henelito A Sevilla, Jr. is a professor of International Relations at the Asian Center, University of the Philippines Diliman.
