Cecilia “Ces” Victoria Oreña-Drilon is a Filipino broadcast journalist. She anchored news and public affairs programs for the News and Current Affairs division of ABS-CBN Corporation from 1989 to 2020. From 2018 to 2020, she also served as the division’s Content Acquisition Head for the Lifestyle Ecosystem Group. Oreña-Drilon is currently a news anchor for The Big Story, the flagship nightly newscast of One News.

Francis Domingo is an Associate Professor at the Department of Political Science, University of the Philippines. His research and teaching lie at the intersection of International Relations and Strategic Studies, with particular emphasis on military strategy, war and the use of emerging and established technologies in international affairs. Before joining academia, he was a military analyst with the Armed Forces of the Philippines. His book, Making Sense of Cyber Capabilities for Small States was published by Routledge, Taylor & Francis in 2022.

Andrea Bernarte is currently a Project Officer at the Centre for Humanitarian Dialogue. She has been supporting the implementation of the Bangsamoro peace process in Mindanao, Philippines since 2016 and more recently also works closely with littoral coastguards and fisheries scientists to promote cooperation in the South China Sea. She holds a MAS in Mediation in Peace Processes from the Swiss Federal Institute of Technology (ETH Zurich).

RADM Rommel Agsaullo Supangan graduated as a member of the PMA Class of 1995 with a degree of Bachelor of Science in Naval System Engineering, and a Master of Science in Maritime Affairs, specializing in Marine Environment and Ocean Management as a Sasakawa Fellow of the Nippon Foundation from the World Maritime University in Malmö, Sweden.
Prior to his designation as the Commander, Coast Guard Fleet, he served as the Director, Coast Guard Strategic Studies and International Affairs Center; the Commander, Coast Guard Human Resource Management Command; Commander, Coast Guard District Palawan; Acting Commander, Coast Guard District National Capital Region – Central Luzon; and Deputy Commander, Maritime Safety Services Command.
At the National Headquarters – Philippine Coast Guard, he served as Deputy Chief of Staff for Maritime Safety (CG-8), Secretary Coast Guard Staff (SCGS), and Coast Guard Adjutant. He also served as the Commander, Port State Control Center Manila, as well as Head of Academic Group of the Coast Guard Education and Training Command (CGETC).
As a Coast Guard Commanding Officer with eight years of shipboard tour of duty, he distinguished himself among the Command at Sea badge holders in the Coast Guard service through his exceptional performance in various Coast Guard operations, as he commanded five (5) Coast Guard commissioned vessels and two (2) BFAR vessels.
In February 2025, RADM Supangan was honored as a Distinguished Alumnus, bestowed with the Philippine Military Academy Cavalier Award for his accomplishments and excellence in the field of Coast Guard Operations.

Dana Eunice A. Dinsay is the Chief of Staff of the Stratbase Group. As Chief of Staff, she advises and supports the Chief Executive Officer and Chief Operating Officer of the Group. She also manages the organization’s daily operations by actively engaging with key stakeholders to identify existing issues and offer viable solutions. She serves as the liaison between the Group and its partners and clients.
Dana started as a Research Associate in Stratbase, with her research focusing on trade and investment. She continues to track macroeconomic trends and legislative movements as she provides analysis for clients in the trade and investment sector. Concurrently, she is also a part of the External Affairs Team, which is responsible for building and maintaining relationships with clients and partners.
She previously interned for both the European Chamber of Commerce (ECCP) and the Spanish Chamber of Commerce in the Philippines (La Cámara). She was also briefly involved with a US-based software development company before moving to a Malaysian-based consultancy firm focused on creating social impact through design thinking. She also delved into management consultancy as she provided consultancy services to businesses around the Philippines, including a multinational company in the food and beverage sector.
Dana is currently taking her Master’s in Innovation and Business at the Asian Institute of Management. She received her bachelor’s degree in European Studies with a specialization in international business and economics from the Ateneo de Manila University.ac

He is a former Chairman of the Assn.of General and Flag Officers (AGFO) and presently the Chair of the AFPCGSC Foundation supporting research studies on military and defense.
