PROF. TOSH MINOHARA

Dr. Tosh Minohara is Professor of International Relations and Security Studies at the Graduate School of Law and Politics, Kobe University. He received his B.A. in International Relations from University of California, Davis, and his Ph.D. in Political Science and Diplomatic History from Kobe University. He is the founder and chairman of the Cabinet Office certified (nintei) nonprofit, Research Institute of Indo-Pacific Affairs (RIIPA). He also is senior advisor to KREAB Japan and lecturer on national security to the National Security Group of the Global Tekijuku, Kansai Association of Corporate Executives (Kansai Keizai Doyukai). He also served as an external advisor to the Japanese Ministry of Foreign Affairs (MOFA), lecturer at both the Japan Maritime and Air Self-Defense Force (JMSDF/JASDF) Command and Staff Colleges, and has served three tours (2011, 2022, 2023) aboard the JMDF training squadron as an academic specialist. This March, he was appointed as the Honorary Consul General of the Republic of Kosovo for Kansai.

He is the author of many books and articles of which the most recent is the compiled volume, The Handbook of Japan’s Foreign and Domestic Policies During the Decade of Abe (Amsterdam University Press, 2025). His academic achievements have been recognized as a recipient of both the Shimizu Hiroshi Prize (2002) and the Japan Academic Research Award (2019).
